The Speaker waived the Judiciary Committee referral for the                                         
following at the request of Representative McGuire, Chair:                                          
                                                                                                    
     HOUSE BILL NO. 523                                                                             
     "An Act relating to qualifications of voters, voter registration,                              
     voter residence, precinct boundary modification, recognized                                    
     political parties, voters unaffiliated with political parties, early                           
     voting, absentee voting, ballot counting, voting by mail, initiative,                          
     referendum, recall, and definitions; and providing for an effective                            
     date."
